Firefox 148 adds experimental, Nightly-only support for the Document Picture-in-Picture API; see https://bugzilla.mozilla.org/show_bug.cgi?id=1858562.
The API is already documented; this PR adds Firefox 148 and Experimental features rel notes covering the addition.
