This will

• prevent the usage of const enum: TS2748 Cannot access ambient const enums when the '--isolatedModules' flag is provided #205
• eventually detect cyclic dependencies. This was previously done with a webpack plugin which was removed as part of chore!: only include ESM in the npm package #266
