I think we also already support everything in 1.9 (see the unstable spec), but will need to wait for it to be officially released. |

I checked each of the "support Matrix 1.x" issues. Their items matched the spec changelog and were all implemented. LGTM.

This depends on #16701.
This fixes #15661 and fixes #16176 and fixes #16709. I would recommend the author double check that all the bits in those are supported in Synapse.
