Re-enable support for older Go compilers (1.11+)

- [x] use `io/ioutil` for `ReadAll()` instead of `io.ReadAll()`
- [x] Update GitHub's workflow to using Go 1.11 for the tests
- [x] Update `go.mod` accordingly
