Resolves #1851
I took the approach of preserving the current mention on the moderation page both to preserve links, but also because the use case there ("facilitate automation...") is valid and relevant to moderation specifically -- but then to move the bulk of the other content which is more narrowly about the details of a webhook payload to a new page.
Did a first pass at how to create, how to receive, what they look like, how templates work, etc.
Basically got this to a point where I think it's a net improvement, but very open to more or less any wording/organization suggestions, and/or future further improvement ideas.
