Fix road widths to respect scaling. Buildings now respect scale for start_y_offset, fixing most floating buildings
Fix #443

TODO:

  • Fix Road stripes, they are showing too much white on the roads from stripes, since stripes aren't scaled yet

Update: Fixed stripes. In a future PR we need to look at other things that have height when world scale is < 1, like trees

Have stripes and aeroways respect the scaling. Stripes with the .floor() function never showed the stripes at a low scaling. ceil() seems to work.
Undo accidental mod: with function in buildings.rs
