Add Roller Coasters
This would be revamping the tourism.rs feature.

We need to add areas and ways to the tourism generator.

This may never be perfect, but I think we can start on it.
For ways, we would respect the level tag. We might have to gradually interpolate between the level tags.
The tag roller_coaster=track would be minecraft tracks.
roller_coaster:track defines the type of track. I think anything with "lift_hill" or "launch_straight" should be powered rails, with redstone blocks under them.
Depending on roller_coaster:type, we can set the roller_coaster=support, wood planks for wooden or hybrid coasters, and iron blocks for everything else.
This all could also apply to alpine coasters.
