Bug Description / Bug 描述

添加的普通用户没有“read_users”权限就没有办法创建和读取API KEY，提示permission denied，即使该用户有project的完整权限

Steps to Reproduce / 复现步骤

1. 创建新用户
2. write_api_keys，read_api_keys，read_requests，write_requests，read_prompts，write_prompts，read_users（管理权限）和完整的project权限
3. 用户现在没有权限添加api key，只有给予“read_users”权限才能读取和添加API KEY

Expected Behavior / 期望行为

普通用户应该在没有任何管理权限的情况下对project有完整权限
