codex 连接时 MCP 无法正常使用

Steps to Reproduce / 复现步骤

1. codex -> axonhub -> CPA 安装 playwright MCP
2. 询问能否使用 playwright MCP 访问网站，会没有tools，去列资源，列举function也没有 playwright的
3. codex -> CPA，同样询问，可以，也能列出相应的function
4. 尝试透传请求体，报错：{"error":{"message":"The encrypted content QVhO...QA== could not be verified. Reason: Encrypted content could not be decrypted or
   parsed.","type":"invalid_request_error","code":"invalid_encrypted_content"}}
