Reproduce the Bug

1. Install plugin «Move Block»
2. Install plugin «Heading level shortcuts»
3. Open Keyboard Shortcuts modal (g s)
4. Open Plugins section

Expected Behavior

1. Group all commands by plugin
2. Sort every group by command name
