Windows cmd exec has a limitation on the number of characters so when MiniAccumuloCluster kicks off tablet server processes, our classpath is limited and in some cases beyond the Windows limit. Following this as recommended solution: https://issues.apache.org/jira/browse/HADOOP-8899
