Add rpm and tarball packaging #121

Issue body actions
- Within a packaging subdirectory add artifacts needed to build a CentOS/RHEL 6 rpm for CDH5 install
- Integrated with Jetty/GeoServer standalone package
- Will push Accumulo jar into HDFS and set permissions
- Include system init script
- Include logrotate script
- Jenkins automation compatible (wrapper script)
- Package artifacts separately as a tarball (also automated by Jenkins)
- Internal AWS Jenkins will publish both packages to an externally available web server
- Rpms will be made available from a development repo (a stable repo will be added shortly)
- tarballs will be downloadable from the same web server
