Extended Description
We carry these two patches for AArch64 on Windows in rust: https://reviews.llvm.org/D77015, https://reviews.llvm.org/D77016
It would probably make sense to backport them to 10.0.1. (This is not super important in that people on Windows will generally not use upstream LLVM.)
