Tap server should be disabled when identity is disabled #3163
Description
Motivation
Once the tap server only accepts TLS connections, it will be inherently tied to
identity being enabled on the Pod. If identity is disabled on the Pod, then the
Tap server should not be spawned.
Details
Similar to the check that happens for tap being disabled, there should be the same check
for identity being disabled.
