docs: remove v0.21.0+ availability notes from README#255

The snapshot, record, view --replay, config, and doctor features all ship in the current 0.21.0 release, so the pre-release "Availability: v0.21.0+" notes are now redundant. Remove the per-section blockquotes and the inline command-list markers, and simplify the top Command Overview note to keep the changelog and build-from-source pointers without the dangling tag reference.
