the failure in pull-kubernetes-csi-csi-driver-host-distributed-on-kubernetes-1-21 might be related to the CSI_SNAPSHOTTER_VERSION, I saw that after regenerating the prow jobs in kubernetes/test-infra#23438 CSI_SNAPSHOTTER_VERSION was set to v4.0.0 in all the other jobs (but it's set to v3.0.3 in test-infra)

You can keep this one open and just re-run the test against 1.22.
