This PR updates the kubectl ref page.
This page is generated by gen_kube_docs.go, which is called by generate-docs.sh.
I would like to wait and merge this PR at the last minute before the 1.9 release. That way, we can be sure to have the most recent generated doc.
Note: In #6472, I changed the name of this file from kubectl.md to kubectl-options.md. But I've had second thoughts, so I'm changing the name back to the original name: kubectl.md. That way, the generated file and the published file will have the same name.
Note: gen_kube_docs.go also generates files for the kubectl commands, for example, kubectl_apply.md. But we do not publish those command files at kubernetes.io. Instead, we publish this single file that is generated by kubernetes-incubator/reference-docs.
