Problem:
/docs/reference/command-line-tools-reference/kubelet-tls-bootstrapping.md includes good new technical edits, but needs thorough copyediting and probably reconsideration of its place in the larger docs tree, along with the rest of the topics about certificate management. (Links TK)

Proposed Solution:
Content audit of all certs-related topics; copyedit of /docs/reference/command-line-tools-reference/kubelet-tls-bootstrapping.md and appropriate reorg of all certs topics
