Problem
Localization guidelines ask localization (l10n) team admins to open production branches directly against k/website, but in order to do that, team admins need repo write permissions for k/website.
Proposed solution
Create a team for l10n team admins that gives write permissions to k/website: sig-docs-l10n-admins

Caution
Team admins must be mindful that with write power comes write responsibility: closely monitor the health of any long-running branches you create, and ensure that PRs opened directly against k/website fix problems instead of creating them.
