This PR is in good shape, but having swept open issues/PRs around PDBs (organized in https://github.com/orgs/kubernetes/projects/36), there still looks to be work needed before we call it GA. Let's coordinate in the linked project board to work through those issues and add test coverage so this can proceed in 1.18.
