This adds a simple tests that creates a pod and a service. It then directs that pod to make a request to itself, but mapped through the service. This is an oft-missed case when building a service proxy.

What this PR does / why we need it:
This adds a simple test that creates a pod and a service. It then directs that pod to make a request to itself, but mapped through the service.
This is an oft-missed case when modifying network components. It can indicate bugs in kubelet, kube-proxy, kubenet, and CNI plugins, to name a few.
Release note:
