go: found k8s.io/code-generator in k8s.io/code-generator v0.0.0-00010101000000-000000000000
../code-generator/tools.go:25:2: import "k8s.io/code-generator/cmd/applyconfiguration-gen" is a program, not an importable package

A smaller reproducer of this is to run the following in root of k/k:

go list -tags=tools all

On running this, I get:

❯ go list -tags=tools all
build/tools.go:25:2: import "github.com/onsi/ginkgo/v2/ginkgo" is a program, not an importable package

Seems like this is tracked here: golang/go#59186
Trying a workaround.
