Allow users to set env fields other than name via command line #345

Is this a BUG REPORT or FEATURE REQUEST?

What you expected to happen:
./ks env set currently only takes the --name flag. We should allow for:
--server
--api-verison (the server's Kubernetes API version i.e. v1.8.0)
