There is a difference in the behavior for usage invoices when an account is in the UTC and PST time zone.

Steps to reproduce:

1. Set the current time to 2024-02-16T6:00 UTC
2. Create an account in the UTC timezone.
3. Create a subscription bundle with the pistol-in-arrear-monthly-notrial and bullets-usage-in-arrear plans
4. Cancel the subscription - Invoice is generated immediately for the usage item.

If the same steps are followed for an account in the PST timezone, a $0 invoice is generated at step 3. The actual invoice with the usage invoice item is generated in the next billing cycle when the clock is moved by a month.
