There's sometimes a bit of back-and-forth after granting the necessary permissions to Keyman: you might need to switch Keyman off and on again, or switch apps, before Keyman appears to get the necessary permissions to run. It also seems that tccutil reset postevent may be needed in some cases, but this is unclear.
