Summary
This fixes our security advisory https://github.com/kcp-dev/kcp-operator/security/dependabot/7 by bumping cert-manager to the latest version. Except for the Go dependency, becaues cert-manager >= 0.19 requires Go 1.25 already and I did not want to conflate the two in one PR.
