container state machine: should not pause a ready container #1960
Description
Description of problem
Per https://github.com/containerd/containerd/blob/master/pkg/process/init_state.go, we cannot pause a state ready container. This is handled by containerd shimv1. We need to implement the same state machine in containerd shimv2.
