Working on the pullapprove replacement strategy, one part of the investigation centers around trying to use the github codeowners feature to hard-enforce documentation change PR checks/acks.
To that end, we need to add a CODEOWNERS file to this repo.

We need to investigate if that file can take github groups/teams as well as individual users - that would be ideal, as then we don't have to maintain such lists in two places.
If we can't do that, I'll open a github feature request ;-)
