Import qemu hypervisor configuration script from Clear Containers #7
Description
qemu has a lot of build options. We should be using a script that all the packaging scripts call to ensure there is a single source of qemu build options.
Such a script already exists in Clear Containers but is not (yet) being used (see clearcontainers/packaging#46). We should consider importing it for Kata:
