Update nemu static build for aarch64 #524
Description
static-build/nemu/Dockerfile currently hard-codes x86_64. This is incorrect given NEMU supports aarch64 (arm64).
The first step is to use a variable to define the architecture to avoid hard-coding path names including the architecture.
