Ok, this should be good to go, it's the largest set of updates I could make without wreaking havoc. I believe the main problem in #364 are the @actions packages (probably related to the requirement of ESM?), which require manual intervention, but that can be done in a follow up PR, at least we get some packages updated with this PR in the meantime.
