Fixes:

1. auto set of IS_KOMODO_NOTARY
2. random setting of acccactivateht on OSX (maybe other systems aswell)
3. Running many CPU mining threads and doing setgenerate false locking up node
4. IsFianllTx failing locking up or crashing KMD node when GetBlockTemplate is called with certain tx in the mempool.
5. Moves Oracles timestamp detection inside protections to prevent possible crash of node.
