Follows the pattern of jet/equinox#266 :-

• including metrics data as properties in the Serilog LogEvents
• provide a sink that exposes the metrics to the prometheus-net Metrics static state

For the moment, the code is inlined into the Propulsion.Cosmos package; the full release will likely move this out to an independent package
