Revert #40418
Due to some mixup, the PRs on master were merged prematurely (by my accidental approval). There are a number of open concerns and the plan was to forward-fix these on master (#40322 (review)). However, since these fixes are still pending and 1.15 is about to ship, I don't think this is safe for 1.15
