Currently, tls_inspector is only added if its the first Service. If its
after TCP, it is missed.
example config:
```yaml
apiVersion: networking.istio.io/v1beta1
kind: ServiceEntry
metadata:
name: tcp
spec:
addresses:

hosts:

ports:
