LGTM as long as we don't announce 1.7 features depending on this. I don't think this will be back port to envoy stable release 1.15. ECDS and WASM will be the major gap in between envoy stable release-1.15 and istio 1.7. CC @istio/release-managers-1-7 |

Yes, this is for experimentation on 1.7. We're not adding server side components, but this will allow using 1.7 proxies with future control plane. |
