Adds segmentation size, method (AL vs EL vs per-pixel) , and ISOIFIT version to ENVI hdr
description(addressing #270 ). Also, this addresses #784 by ensuring we follow ENVI conventions within the hdr outputs.Another byproduct of this was finding/fixing just a few inconsistencies of how we write outputs.
Isofit version is also added to main isofit json under implementation config.
