Adds a second goreleaser build, archive, and docker image for iron-token-broker, plus a release Dockerfile for it. Also gitignores /dist/.

Adds goreleaser plumbing to ship
iron-token-brokerfrom the same release tag asiron-proxy: a second build, a second archive (iron-token-broker_<ver>_<os>_<arch>.tar.gz), aironsh/iron-token-brokerDocker image built from a newDockerfile.broker.release, and both binaries' hashes in the singlechecksums.txt. Verified locally withgoreleaser checkand arelease --snapshotrun. Also gitignores/dist/.
