LGTM, but we don't need to release this as a breaking change since our supported platforms are LTS Active and optionally Current which is 22/24/25 at the time of writing.

This upgrades semantic-release to 25.0.2. v25.0.0 is the first one supporting trusted npm publishing. It also bumps a bunch of @semantic-release dependencies which are the dependencies of semantic-release and the node types since semantic-release changes the minimum supported node version.
