Current Behavior

swipe-gesture="false" doesn't stop swipe between segments

Expected Behavior

user shouldn't be able to swipe between segments if swipe-gesture="false"

Steps to Reproduce

set swipe-gesture="false" on ion-segment
swipe between segment-content inside segment-view
