cc-oci-runtime 2.1.6 introduced a new dependency autoconf-archive 2017.03.21

That package with that specific version is only available in latest distros:

• Ubuntu 17.04
• Fedora 25

We need to provide that package in OBS to build cc-oci-runtime packages for older distros:

• Ubuntu 16.04
• Ubuntu 16.10
• Fedora 24
