Can we keep the overzoom delta consistent at +4, across the board?

Oh right. My faulty thinking was that there is no zoom 15 data. But that's not the point.

@orblivion if possible submit a quick patch allowing for both osm-z11 graphics to be the same size? Helping to making that section much more presentable, with side-by-side screenshots within maps/README.md ! |

Description of changes proposed in this pull request:
Remove zoom 9 option. Zoom 11 option was added previously. Update instructions in README for "medium" quality to use vector zoom 11 instead of 9.
Smoke-tested on which OS or OS's:
Ubuntu 24.04.4 LTS on x86
