Are you sure brotli 1.1.0 is stable? I've seen several issues reported after the release. |

Stable Brotli v1.1.0 is available and we should upgrade to it
Modification:
Sync Brotli code with upstream at v1.1.0 release
Result:
Latest stable Brotli v1.1.0 release
