Bug description and reproduction

Steps to reproduce:

1. Open "Manage tags for files" dialogue on one or several files
2. Switch to Public Tag Repository tab
3. Add a tag (either by typing or adding from the left lists)
4. Start typing another tag
5. Without adding or finishing typing the tag, while it shows the autocompletion suggestions, press "apply"
6. Hydrus freezes.
