Describe the bug
When user attempts drag items in administrator mode, the application crashes with the error: "Catastrophic failure. Drag start failed. If this is an, drag/drop is not supported there."

To Reproduce
Steps to reproduce the behavior:

1. Open the app as administrator
2. Enable Drag and Drop in settings (by default it's disabled)
3. Drag any item

Expected behavior
The item should be able to drag and past outside the application

Desktop:

• OS: Windows 10, Windows 11
• Version: 1.1.0.0

It is likely related to microsoft/microsoft-ui-xaml#7690
