Adds a
CableReadydevtool delegate in the appropriate folder, and initializes it whenwindow.CableReadyis present (which is the case when CR is started)this means that the devtool package will have to be imported last, due to the side effect, but I can live with that...
Also - consider what this architecture enables. Next we can probably move the
elementsdelegate here, then develop one for Turbo Frames, etc... basically any element we want to cater for.depends on stimulusreflex/cable_ready#276
