While writing a release note for v3, I noticed this PR #77, so hexo init of hexo-cli@3 still uses hexo@3.9.

This serves as a reminder that after the following tasks:

1. hexo@4.0 published
2. hexo-starter started using hexo@4.0

Then, hexo-starter submodule in this repo should be updated accordingly, then publish this plugin as hexo-cli@3.1.0.
