As per discussion in the last Community Call and the Discord Thread "premine analysis" https://discordapp.com/channels/404106811252408320/1119100838242168972 this is the first draft for the HIP to correct the pre-mine calculation errors.
This is based on the conversations and notes from @capjbadger007, who is currently absent and all the work on data sleuthing by @gradoj.
