Can confirm that this patch fixed my issue

  [Doctrine\Common\Annotations\AnnotationException]                                           
  [Semantical Error] The annotation "@Drupal\Console\Annotations\DrupalCommand" in class Dru  
  pal\Console\Command\Rest\DisableCommand does not exist, or could not be auto-loaded.
