There was a bug in broadcasting transactions with collaborative security. Broadcasting was performed in iteration by excluded targets. If the list of excluded targets was empty (for example, in a workspace without guests or in the absence of active guest sessions), then these transactions were not broadcast to anyone. Also, if there was more than one guest session, then other guests could receive the broadcast.
